B)   Limiting the sale of tobacco products near existing businesses that sell tobacco products.

 The city is proposing an ordinance for a Tobacco Retail License (TRL) to regulate the sale and distribution of tobacco products. The TRL also includes the following:

  • Minimum Pack Size for little cigars and cigars

    • Little cigars must be sold in packages of 20, 10 or 5.

    • Cigars must be sold in packages of 6 cigars but does not apply to cigars with a minimum price of $5 per cigar

  • Minimum Price for Cigarettes

    • Cigarettes in packages of 20 cigarettes must be sold at a minimum of $10 per package, including all taxes and fees.

  • Proximity to Youth-Oriented Areas

    • No new retailers maybe within a 1000 or 500 feet of a youth sensitive area. Current licensees are exempt.

  • Prohibition on Coupons or Discounts

  • Pharmacy is prohibited from getting a tobacco license 

  • Caps the number of tobacco licenses issued 

  • Minimum employee age of 18
